mid-80s vallejo and san rafael, near 90 in napa, santa rosa and san francisco at 79 degrees. day 2 of the warmup. the weekend days 3 and 4 even hotter. we'll have your weekend forecast coming up. back to you. was the pipe that blew up on the peninsula eaten away from within? that's one possibility under investigation this morning. anne makovec is in san bruno where bacteria may have caused the big explosion two weeks ago. bacteria? where did this come from, anne? >> reporter: well, you may remember there was an explosion a very similar explosion in new mexico a decade ago, a very similar pipeline around the same age, 5 decades old, a 30" transmission line that blew because of a phenomenon known as microbiology-influenced corrosion. that's what they are looking into here in san bruno. looking at this piece of pipe for potential microbes which

thrive in pools of water that can collect in pipes. that bacteria can release gases that break down the pipe's wall. the "san francisco chronicle" is reporting this morning that pg&e filed a statement with state regulators last year that there was "ongoing concern about internal corrosion on the line." from san francisco to milpitas, that includes this section that water had shown up in tests. the key to fighting this corrosion apparently using chemicals or robots to scrape microbes away but apparently pg&e says the pipeline in san bruno was too narrow and had too many bends for some of the recommended treatments. pg&e said it did use ultrasonic techniques to detect corrosion and didn't find any. meanwhile, the public utilities commission has voted to bring an independent panel in to investigation this explosion, looking into what pg&e and state agencies could have done to avoid the disaster. state leaders are pushing to make sure pg&e pays for the cost of the panel out of its own profits so customers do not

have to foot the bill. right now, heavy demolition and clean-up are going on here at the site in the neighborhood leveled by that explosion. the 35 homes that were burned to the ground will be removed. that process started yesterday. large excavators and workers in protective gear are working on three homes a day. at the same time, street sweepers and water trucks work to keep the area clean by reducing the threat of toxic dust. >> want to make sure that we're very and fully protected. so we know there's going to be some levels of asbestos, metals and other items and we want to make sure that we are handling it in a way that will cause absolutely no concern or problem. >> reporter: the demolition in this neighborhood will continue six days a week. it is expected to last at least a month. this morning at 10:00, we are expected to get a better look inside the zone of devastation. they are going to be escorting members of the media through. again that's at 10:00 a.m. we'll have the latest for you

on cbs 5. >> thank you, anne makovec in san bruno. and a family who was killed in the explosion will be laid to rest today. a funeral service for gregory bullis, his mother lavonne and 17-year-old son william will be held this afternoon at first presbyterian church in burlingame. a reception will follow at mills high school in millbrae. the bullis family was three of seven people killed two weeks ago when the pipeline exploded. their deaths were confirmed this week. and there will also be a funeral today for the 15-year- old novato high school student who was killed in a suspected drunk driving crash. isaac was one of three teenagers in the car last friday when it hit a tractor- trailer. police found beer cans and alcohol bottles at the crash scene. the 16-year-old driver now faces manslaughter and felony dui charges. california's budget is now a record-breaking 86 days overdue. but the stalemate could end soon. the governor's office says

democrats and republicans have reached the framework of a budget agreement. no details were released. they plan to work more on it over the weekend with the goal of reaching a final deal on monday. legislative leaders and governor schwarzenegger met yesterday in santa monica because the governor is still battling that bad cold. right now, california faces a $19 billion budget deficit. the lack of a state budget means some highway projects are on hold. the california transportation commission delayed another $900 million of transportation funding yesterday. it had already held back $3 billion worth of road and rail projects last month. the "mercury news" reports some projects scheduled to begin this fall will likely be delayed until the rainy season is over, even if there is a budget deal soon. carly fiorina's first general election tv ad is out. she is taking aim at barbara boxer using video that's made the rounds on youtube.

this morning's top stories: vallejo overturned big rig. nick james is live at the scene with more. >> reporter: good morning. some good news here not only have dozers been able to upright the rig it's moved out of the way. take a live look behind me as soon as that caltrans truck gets out of the way, you will see up where you see the flashing lights, that's where the rig is off on the shoulder. all that's left to do is move the load it was carrying. that's actually some sod, some grass that tipped over, spilled out when the rig tipped. and so caltrans has to load that up, clear it out of the way. so right now we have the westbound 80 columbus parkway blocked as well as the eastbound 37 columbus parkway off-ramp blocked. but the chp are saying it's not going to affect the commute a whole lot because this is not a real major thoroughfare. good news they expect to clear it in a half hour to an hour.

coming up. >> thank you, tracy. san jose city college police are searching for a man who attacked a student in the school's parking garage on tuesday afternoon. the woman says she was walking to her car when the man grabbed her from behind and swung her against the wall. she managed to get away and was not injured. uc-berkeley is cutting more staff. the university will get rid of 200 jobs next year. that will save $20 million. cal won't say which jobs are on the chopping block. but a consultancy firm told the university it has too many managers. budget cuts in one south bay city will soon impact thousands of its youngest residents. police activities league teams will be cut immediately in san jose mostly on the east side. len ramirez reports on what sports will be eliminated and how those programs might be saved. reporter: it's no secret that sports keep kids off the

streets and out of trouble. for more than 40 years, san jose's police activities league has been teaching kids how to legally swing, kick and hit. but now it's p.a.l. itself that's trying to dodge a potential knockout blow. >> there was never once that i ever thought that they would -- that there would be any cuts to our p.a.l. program. >> reporter: this sergeant who runs 12 sports programs for 12,000 kids in the south bay knows that day has finally arrived. >> just like many city entities right now, we're taking massive cuts across the board. >> reporter: last year at this same time, five officers were administering all of the sports programs here. then last june, one officer retired and was not replaced. then this past monday, two other officers were reassigned to patrol duties. that left just two officers doing the work of five. some sports now will definitely have to be cut, and there are questions as to whether or not the entire p.a.l. program can survive. >> this program doesn't work, all these kids are going to be out of sports and out on the

street because a lot of programs are being cut at high school level. and when you don't have in in high school level, they come here. if this is cut here, they have nowhere to go. >> reporter: r.j. castro is a parent and a coach. he says volunteers like him will have to step up even more than they do now if they want to keep p.a.l. alive. >> we have lost a couple of maintenance folks so, you know, we have to turn the lights off. we have to lock the gates. and so those are the people that we are going to need more of, to be willing to do it, maybe don't want the responsibility, but definitely need more volunteers. >> reporter: officers currently assigned to desk duties could be reassigned to help with p.a.l. but to keep kids out of troubling, officers already know they will have to do a lot more with less. in san jose, len ramirez, cbs 5. an jose, len ramirez, cbs the emergency state of the convicted rapist accused of kidnapping jaycee dugard could be the focus of a hearing today. phillip garrido is expected to be back in court this

afternoon. garrido's attorney may try to have him declared mentally unfit for trial. the move could put an immediate stop to the proceedings if the judge in the case agrees to order a mental evaluation. garrido and his wife nancy are accused of kidnapping dugard from outside her south lake tahoe home and then holding her captive in a backyard for nearly two decades. san quentin prison officials could get the go- ahead today to execute a convicted killer next week. they say the state's refurbished death chamber will be ready for the planned execution next wednesday if a federal judge lifts the moratorium on capital punishment. the federal judge in san jose blocked executions in 2006 saying the state's lethal injection method caused great physical pain. state lawyers say the new death chamber better staff training and new lethal injection regulations have addressed that. albert brown is scheduled to be executed wednesday for the rape and murder of a 15- year-old riverside county girl. for the first time in

northbound 101 in belmont right at ralston. a vehicle spun out is now blocking the two left lanes. chp trying to get it off the right side of the road. use 280 in the meantime the best bet to get around t northbound 101 ramp to northbound 680 shut down until 6:00 a.m. for roadwork. roadwork westbound 92 between 280 and foster city. intermittent lane closures through the area in effect until 6:00. so give yourself some extra time. want tow somehow live pictures right now -- want to show you live pictures right now in vallejo. caltrans and chp cleaning up an earlier mess from an overturned big rig on the right-hand side of the screen. they have lots of grass and debris that spilled from the big rig. this is on the westbound 80 columbus parkway off-ramp. also shut down is eastbound 37 to the columbus parkway off- ramp. not affecting the main lines of the roadway but the ramps are shut down in that area. so if you usually take that use redwood. let's show you a live shot of your freeways -- there we go. bay bridge not too bad. metering lights are off through there. so far, so good friday light

continues this morning. and investigators are looking into the possibility that bacteria inside the pipe caused it to fail. that's what happened in a similar explosion in new mexico a decade ago. a ruling on resuming executions at san quentin expected from a federal judge in san jose today. that judge blocked executions back in 2006 because of the pain involved in the process. a new death chamber at san quentin addresses that issue. and there is a chance california will have a new budget soon. the governor's office reports some progress in this week's talks with legislative leaders. they plan to work on details over the weekend and then meet again monday. in medical news, the government is placing new restrictions on the diabetes drug avandia because of a risk of heart attacks. new patients can still get a prescription for avandia, but only if they can control their blood sugar levels with other medications. in europe avandia is being pulled off the market. but here in the u.s., the food and drug administration says

there is not enough evidence to warrant a complete withdrawal. just a moderate amount of physical activity may reduce the risk of breast cancer. a new study finds routine movement around the home or office appears to offer some protection against invasive breast cancer. the data indicates that women who spend most of their day just sitting or watching tv are more likely to get the disease. the city of concord is taking legal action to shut down its only medical marijuana shop. herbal essence got a lot of attention after it opened this summer. that's because it delivers pot right to your home or office. concord filed an injunction claiming the establishment is operating illegally. the city has a ban on medical marijuana dispensaries. the contra costa times says concord also wants to fine herbal essence $1,000 for each day it's been open and for violating city code. people looking for a place to smoke marijuana legally may want to check out an event this weekend in san francisco.

one inning since 2008. the giants pitchers have a modern-day record of their own. they have given up three runs or fewer in the last 17 games. the giants won in chicago, 13- 0. don nelson may be done as head coach of the golden state warriors. a number of sources reporting that nelly will be replaced by assistant coach keith smart. the announcement is expected on warriors media day on monday. the 70-year-old nelson has 1335 wins in in 31 seasons, the most of any nba coach. a woman in montana depends offer a bear with, get this, a large zucchini. they're lethal. >> a 200-pound black bear attacked the woman's dog on the back porch of her home near missoula. she screamed to divert the bear's attention and it took a swipe at her leg. so what did she do?
